Looi Teck Kheong is our Principal Consultant for Malaysia. He has an illustrious career spanning over three decades in legal practice, international finance, trade facilitation, regulatory affairs, and regional development. Looi’s forte lies in government affairs, regulatory policy, and the development and management of multi-year projects for donor agencies, international organizations, and trade associations.
Looi began his career in legal practice, becoming a trusted advisor in general litigation, commercial law, and regulatory compliance. His legal acumen enabled him to guide clients—from global corporations to innovative startups—through the complexities of technology, e-commerce, and cross-border transactions. This foundation was further solidified during his tenure as General Counsel for Deutsche Bank’s Regional Head Office in Asia-Pacific, where he oversaw legal and tax advisory services across the region, cementing his reputation as a visionary legal strategist.
Driven by a passion for regional development and economic integration, Looi transitioned to a senior role at the ASEAN Secretariat, where he served as the Head of the Competition, Consumer Protection, and Intellectual Property Rights Division in Jakarta, Indonesia. In this capacity, he led critical initiatives that contributed to the development of frameworks such as the Enhanced ASEAN Framework on Intellectual Property Cooperation and the ASEAN Framework on Competition. His leadership in these areas has been pivotal in advancing regulatory coherence, fostering economic integration, and strengthening ASEAN’s global competitiveness.
Looi’s work in legal, trade policy, regulatory affairs, stakeholder engagement, and project development and management is central to his role at PPAA, especially in Malaysia and ASEAN. He develops and manages multi-year, multi-sector projects on trade facilitation, e-commerce, and digital technology frameworks. His contributions have been crucial in advising governments and trade associations on sustainable development, cybersecurity, and economic growth, particularly in food and agriculture, pharmaceuticals, health supplements, dairy, and animal health.
A prolific writer and thought leader, Looi is the author of Cybersecurity: Guardians of the Digital Frontier, a multidisciplinary work that explores the intersection of technology, law, and public policy. He has also contributed numerous articles to the Singapore Law Gazette and other international publications, sharing his expertise on cybersecurity, digital economies, and regional development.
Looi is unique as he holds three postgraduate degrees in Public Policy, Law, and Economics, specializing in ASEAN and Asia-Pacific economies, advanced banking, public international law, and economic development policy. As a recipient of the prestigious Temasek Scholarship, he completed his Master in Public Policy from the Lee Kuan Yew School of Public Policy, developed jointly with Harvard University’s Kennedy School of Government and the National University of Singapore.
Fluent in English, Bahasa, and Mandarin, Looi continues to shape policy and development efforts that foster regional cooperation, drive trade and e-commerce advancements, and support business-government relations across Malaysia and ASEAN.
